Tajikistan largest telecommunication companies visited IT Park

[January 13, 2020] IT Park met with the telecommunications companies of Tajikistan – the largest Internet providers “Avesto Internet” and “Isatel” also being involved in the Smart City project.

In the course of the visit a severe shortage of IT staff in Tajikistan has been discussed, due to that guests expressed high interest in the One million Uzbek coders project and the exchange of experience in the field of IT education in general.

IT Park reps spoke about the development of export of IT services, support for start-ups thanks to incubation and acceleration programs and tax benefits for residents in Uzbekistan.

IT Park and Russian Venture Fund signed a memorandum

[January 9, 2020] IT Park met with the Venture Fund and the YellowRockets accelerator from Russia. YellowRockets organizes acceleration programs for large corporations and invests in startups of the early stages of development up to $400,000.

At the course of the visit, both parties discussed possible options for partnership starting from internships to work on the venture financing evolvement in the Republic of Uzbekistan, and signed a memorandum of cooperation to confirm their intensions.

This memorandum involves cooperation between both parties in the field of tech, consulting and exchange of experience on creating an ecosystem to support promising startup projects, venture financing and IT education.

Under the terms of agreement, it is planned to provide an internship for IT Park employees in YellowRockets, training arrangement in venture field and potential collaboration with trackers and mentors of a new wave of IT Park.

In addition, Sergey Bogdanov, founder of YellowRockets, noted the unusually fast progress of IT Park in developing the ecosystem of startups and fair conditions for its residents.

IT Park sets cooperation with foreign organizations

[January 9, 2020] Foreign countries IT delegations interested in partnerships and further cooperation to develop tech and startup ecosystem paid visit to the IT Park.

“Adit Microsys Pvt Ltd” is a global IT consulting company and IT services provider with offices and a development center located in Ahmedabad, India.

“The GESIA IT Association” represents the ICT industry in Gujarat and works in partnership with the government of Gujarat to promote IT (software and hardware), ITeS (BPO / KPO), electronics, telecommunications, networking / ISP & IT Education in Gujarat.

“SumsCorp Solutions”  is a company from India that offers a wide range of consulting services to help clients create and develop processes for training, management and development of employees related to various companies. “YellowRockets” is a Russian company developing a global startup community. The YellowRockets venture capital fund invests up to 20 million RUB into early stage startups with a strong team and development potential. It specializes in organizing acceleration programs for startups, cooperates with leading Russian and international venture funds, development institutions, business angel communities and corporations.

All representatives of these foreign companies have been specially invited guests of the StarTTech IT conference, where they took an active part.

At the end of the visit, related parties agreed to develop fruitful bilateral relations.

Investor selection contest to carry out investment projects in IT Park

The Administrative Council of LLC “Technology Park of Software Products and Information Technologies” (IT Park) that has been originated in compliance with the Decree of the Cabinet of Ministers dated from December 3, 2019,  approved the concept and criteria  land allocation for investment projects (lots) on the territory of IT Park and the selection of investors in reliance on financing of construction work.

The number of lots allocated according to the concept and the amount of funds subject to payment in proportion to the amount of square meters related to the construction area which is expected to be provided to investors are identified by the IT Park Directorate in the prescribed manner.

Both foreign companies and domestic enterprises and IT companies deemed as residents of IT Park having experience in carrying out investment projects in the construction industry, including in the field of information and communication technologies, can participate in the competition.

The participant has to:

– meet the requirements set by the legislation of the Republic of Uzbekistan to persons engaged in the goods supply that are the subject of procurement;

– have the right to make a contract;

– have necessary amount of financial resources for the contract execution.

The tender proposal is accepted in one copy and only in the sealed double envelopes (external and internal) along with the application.

Representatives of Russian Federal Agency for Youth Affairs visited IT Park Uzbekistan

On January 14, 2020, representatives of the Federal Agency for Youth Affairs of Russia and the Youth Union of Uzbekistan visited IT Park.

At the meeting, they talked about the incubation and acceleration programs of IT Park, where young entrepreneurs related to the tech and IT can implement their innovative projects.

As our guests noted, youth entrepreneurship is one of the fastest growing and most promising areas of interaction between states in the international scale, which makes mutual cooperation in this direction between Uzbekistan and Russia far reaching.

Plus, the parties had discussed the possibility of arranging a Russian-Uzbek youth business incubator in partnership with the Youth Union of Uzbekistan.  In the view of International Youth Business Incubators, countries such as China, Belarus, the SCO states have already been covered.

Conditions for completion additional agreements with IT Park on MUIC residents transfer to IT Park

Dear Resident of the “Mirzo Ulugbek Innovation Center” – the Innovation Center to support the development and implementation of information technology.

In compliance with the resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated December 3, 2019 No. 965 “On measures for the further development of the Technological Park of Software Products And Information Technologies”, it has been established that:

About Malaysian Delegation visit to IT Park

[December 17, 2019] a delegation from Malaysia headed by Ten Yi, Cloud Union Director, paid visit to IT Park.

The possibilities of implementing joint investment projects in the field of information technologies in Uzbekistan, in particular electronic commerce have been discussed at the meeting with Malaysian guests.

A presentation related to the IT Park activity was presented at the meeting and talked about the existing infrastructure, the activities in accordance with which incubation and acceleration programs are accomplished, plus the residency and tax benefits for residents have been introduced.

In certain, an equally important topic for discussion was the development of IT centers in the regions of Uzbekistan to extend both basic IT knowledge and the other necessary IT skills attainment.   1. Who can become a resident of IT Park?

Any legal entity registered in Uzbekistan, which acts in the following fields according to CCEA, can become a resident of IT-Park:

  • “Computer programming, consultations and other related services” (62.0);
  • “Data placement and processing services, Web po
  • rtals” (63.1);
  • “Software release” (58.2);
  • “Other types of education not included in other categories” (85.5) exclusively in the direction of training in information technology.

  • Can a foreign company become a resident of IT-Park?

A legal entity registered in Uzbekistan may become a resident of IT-Park, particularly, in order for a foreign company to become a resident of IT-Park, you need to register as a legal entity in Uzbekistan.

3. Can an individual entrepreneur become a resident of IT-Park?

No, it can`t, because an individual entrepreneur is an individual (without the formation of a legal entity). Only legal entities can be residents of IT-Park/

4. Can a legal entity registered in another area become a resident of IT Park?

Yes, it can. Legal entities, regardless of their place of state registration throughout Uzbekistan, can become residents of IT-Park.

5. How to apply for IT-Park residency?

To obtain the status of resident of IT-Park, you need to submit an application to the IT-Park Directorate, attaching a constituent document and a business plan. The application can be submitted via e-mail, website, transmitted via postal office or to be delivered to the office of IT-Park.

6. How long does the process of considering an application and making a decision take?

The IT-Park Directorate processes documents within 15 business days from the date of their submission.

7. Is it permitted to be a resident IT-Park if the CCEA code assigned to a legal entity differs from the permitted activities?

Unfortunately, it is not permitted. In accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated July 15, 2019 No. 589 “On measures for organizing the activities of the Technological Park of software products and information technologies”, residents of IT Park should carry out exclusively the types of activities that were previously mentioned in the answer to the first question.

8. What could be the reason for refusal to register a legal entity as a resident of IT-Park?

The reason for refusal may be:

  • filing an application and other documents in violation with the requirements;
  • the presence in the application and other documents of inaccurate or distorted data;
  • the implementation of activities that do not meet the established requirements.

The reasons for refusal are indicated in the decision of the Directorate to refuse registration.

9. Is it possible to re-apply for the status of resident of IT-Park after refusal of registration?

Yes, you can. In case of elimination of the reasons for refusal, reconsideration of the application and other documents is carried out in the same manner as when applying for the first time.

10. What do you advise when writing a business plan?

The business plan should give a complete picture of the legal entity, the services provided, the projects, the main financial indicators, the organizational structure and reflect the goals.

It is recommended to provide in the business plan all the requested data in detail, but succinctly. Information should be relevant, structured, interconnected and justified.

Indian IT companies choose Uzbekistan as a hub to extend cooperation with CIS countries

Within the scope of strengthening bilateral partnership between the Republic of Uzbekistan and the Republic of India in the field of information and communication technologies and software products, during November 18-23, 2019, a delegation of the Ministry of Development of Information Technologies and Communications of the Republic of Uzbekistan and the IT Park paid visit to the Republic of India.

Our delegation participated in the largest annual technology summit held in city of Bangalore, “Bengaluru Tech Summit 2019”, arranged by the Department of Information Technology and Biotechnology of the Karnataka State Government (80 million people), the Karnataka Innovation and Technology Society (KITS), and the Software Parks Society India Technologies (STPI).

“Bengaluru Tech Summit” is one of the largest annual summits hosting a conference and exhibition in the field of digital technology. The conference is attended by over 300,000 delegates and more than 4,500 visitors from abroad countries. The exhibition attracts more than 200 exhibitors from the field of information technology and more than 150 exhibitors from the field of biotechnology.

At the Summit, a meeting was arranged with the Chief Minister of the State of Karnataka B.S. Unitrappa. The Chief Minister was acquainted with the ongoing joint work in the Republic of Uzbekistan to improve the ecosystem of startups, created conditions for IT companies and the first IT Park in our country. He accepted the invitation of the Uzbek side to visit Uzbekistan and expressed interest in further cooperation.

Meanwhile, during the Karnataka visit, the issue of attracting Indian companies to develop the outsourcing of software and IT services in Uzbekistan was highly considered, and meetings were organized with such companies as “Tata Cosultancy Services”, “Genpact”, “STPI” and lots of others.

Software Technology Parks of India (STPI) is a company created in 1991 by the Ministry of Electronics and Information Technology of India to promote, promote and stimulate software exports from India.
