Resolution of the President “On additional measures to support activities in the training of qualified specialists in the field of digitalization” was adopted

On February 1, 2024, the Resolution of the President of the Republic of Uzbekistan № DP-51 “On additional measures to support activities in the training of qualified specialists in the field of digitalization” was adopted.

In accordance with the resolution, with the objective of incentivizing the acquisition of contemporary knowledge in digital technologies, enhancing language skills among young professionals engaged in this sector, delivering education in professions sought after in the labor market for the export of IT services, and supporting the activities of non-governmental educational organizations in this realm:  

Effective from March 1, 2024:

  • A program, envisioning a one-time subsidy system for non-governmental educational organizations, amounting to up to 75 times the base calculation value, upon the employment of a graduate in an IT service-exporting company and up to 105 times in cases of the employment of a young graduate with disabilities in such an organization;
  • The procedure for reimbursement of up to 60% of the expenses for training and obtaining certificates for youth possessing international IT certifications;
  • The procedure for full reimbursement of expenses for obtaining international IT certificates for youth possessing a certification level of B2 and higher in the English language will be introduced.

Simultaneously, the allocation of the subsidy will adhere to criteria established for non-governmental educational organizations, whose graduates pursued studies in sought-after disciplines within the IT service export sector and secured employment in organizations exporting IT services, holding the status of a resident of the Technological park of software products and information technologies.

Furthermore, government services for obtaining subsidies and reimbursement of expenses related to the training and obtaining certificates by youth possessing international IT certifications are rendered without charge through the Unified Portal of Interactive Public Services of the Republic of Uzbekistan.  

Processes associated with the registration of students in non-governmental educational organizations, the adjudication of incoming applications through the Unified Portal, and the announcement of results are executed through the specialized information system of the Ministry of Digital Technologies.

Moreover, the subsidy allocated to each graduate is financed from the resources of the Digital Technologies Development Fund.

The reimbursement of expenses, up to 60% for training and obtaining certificates for youth with international IT certifications, and the full reimbursement of the expenses for obtaining international IT certificates for youth with a proficiency level of B2 in the English language, is executed at the expense of the State budget of the Republic of Uzbekistan.

In accordance with the resolution, the initiation of a module is planned within the special information system and on the official website of the ministry envisioning the development of an updatable online rating for non-governmental educational organizations in the cross section of the Republic and regions within the program framework.
