How and why become a resident of Technopark?

One of the main tasks of the Technopark is to create favorable conditions for development and comprehensive support of IT companies in our country, as well as promoting them in the domestic and foreign markets. That is why residents of the Technopark are given wide benefits and preferences for the development of both newly created and starting companies, and already existing organizations in the field of IT, which intend to scale and go beyond Uzbekistan.

Residents of Tenkhopark in accordance with the Decree of the President of the Republic of Uzbekistan dated June 30, 2017 number UP-5099 “On measures to radically improve the conditions for the development of the information technology industry in the Republic of Uzbekistan” are exempted from:

  • all types of taxes and mandatory contributions to state trust funds, as well as a single social payment;
  • payment of customs payments (excluding customs duties) for imported equipment, components, parts, assemblies, technological documentation, software, not produced in the Republic of Uzbekistan.

Also, a Technopark resident has the right:

  • to carry out payment of dividends in foreign currency in cashless form to international payment cards in the territory of the Republic of Uzbekistan within the limits of receipts from the export of goods (works, services);
  • to implement within the limits of export of goods (works, services), the payment of salaries to foreign specialists in foreign currency in cashless form to international payment cards opened abroad;
  • to export works and services for foreign currency through online stores in the global Internet information network without an export contract.

Revenues in the form of remuneration received under employment contracts with residents are taxed on personal income at a fixed rate of 7.5%, and are not included in the total annual income of individuals determined for tax purposes.

Who can become a Technopark resident?

Technopark residents can become legal entities registered on the territory of the Republic of Uzbekistan, which carry out one of the following types of activities in accordance with the National Classifier of Types of Economic Activities of the Republic of Uzbekistan (version 2), approved by the resolution of the Uzstandard Agency dated January 28, 2011 No. 05-268:

  • "Computer programming, consultations and other related services";
  • "Services for the placement and processing of data, Web-portals";
  • “Release of software”;
  • “Other types of education not included in other categories” - exclusively in the direction of IT training.

How to become a Technopark resident?

To register as a Technopark resident, a legal entity must submit to the Directorate a statement of the approved form with an appendix to it of a business plan proposed for implementation as a resident and a constituent document.

An important role in considering applications is played by a business plan. The business plan is a document that provides information about the company, the services provided and the projects being implemented to obtain the Directorate full information about the legal entity. Also, the business plan reflects current development indicators, organization of activities, defines goals, ways and means of achieving them.

The Directorate reviews the business plan on the basis of approved requirements, according to which the structure should include the following sections:

  1. Project passport;
  2. The essence of the project;
  3. Marketing strategy and sales plan;
  4. Production plan;
  5. Organizational plan;
  6. Financial plan;
  7. Applications.

The indicators and data presented in the business plan should be justified, structured and interconnected.

Acceptance and processing of applications is free of charge.

Legal entities can submit documents in one of the convenient ways for him in an explicit manner, by post, email or through the official website of IT Park.

The application is considered within 15 business days. When making a positive decision on admission, within 5 business days an agreement is concluded between the IT Park Directorate and the resident. Then, within 3 working days, the IT-Park Directorate enters the resident in the Unified Register of Residents, issues a certificate and sends a notification on the registration of a legal entity as a resident and the benefits that are due to him to the State Tax Committee, the State Customs Committee of the Republic of Uzbekistan and the serving commercial bank.

When making a decision on the refusal to register a legal entity as a resident of Technopark, the application may be re-submitted with the elimination of the reasons for the refusal.

What are the requirements for Technopark residents?

The relationship between the IT Park Directorate and the resident is regulated on the basis of a contract that stipulates the rights, obligations and other conditions for interaction between both parties.

One of the conditions of residency in the Technopark is the transfer on a monthly basis to the deposit account of the IT Park Directorate of deductions in the amount of one percent of the net proceeds, the provision on a quarterly basis of information about its activities, as well as the annual mandatory audit of financial and economic activities and a copy of the audit conclusion to the Directorate.
