Akihiro Sakurai, Advisor to the Ministry of Digital Technologies of Uzbekistan, and IT Park Uzbekistan CEO Abdullakhad Kuchkarov held a meeting with Hideyuki Tokuda, President of the Japan National Institute of Information and Communication Technologies (NICT). The parties explored avenues for long-term collaboration, including joint research, expertise exchange, and human capital development within the information and communications technology sector.

The National Institute of Information and Communications Technology (NICT) is Japan’s premier national research institute dedicated to information and communications technology. Established in 2004 and headquartered in Tokyo, NICT serves as the central government hub for research in Beyond-5G and 6G networks, artificial intelligence, quantum communications, cybersecurity, and innovative networking technologies. The institute maintains collaborations with universities, private enterprises, and government entities worldwide, and is responsible for Japan’s national standards for time and frequency. The total assets of NICT are valued at approximately $84 million.
During the negotiations, the parties explored opportunities for establishing a strategic partnership involving NICT, the relevant Uzbek ministries, and the national research institutes of Uzbekistan. Discussions focused on the prospects for joint research and development projects and pilot initiatives in the fields of artificial intelligence, quantum communications, and next-generation networks.

Particular emphasis was placed on specialist training and international knowledge transfer. The participants discussed the implementation of collaborative educational and research programs, engaging Uzbekistan’s national research institutes in the domains of artificial intelligence and cybersecurity. Furthermore, the meeting addressed the provision of technical training and professional development programs, leveraging Japanese excellence in digital education.
The parties underscored that scientific advancement constitutes the foundation of sustainable digital transformation. In this context, an initiative was introduced to consider the establishment of a data center in the Republic of Karakalpakstan. It was noted that the Government of Uzbekistan is prepared to provide support for this endeavor.
Following the meeting, the parties agreed to maintain an ongoing dialogue regarding the the designated areas of ICT research and workforce development.
Cooperation with the National Institute of Information and Communications Technology (NICT) presents significant opportunities for the advancement of scientific and human resource initiatives within IT Park Uzbekistan. Engagement with one of Japan’s leading research centers facilitates the strengthening of international relations, the transfer of expertise, and the integration of advanced practices in ICT. Consequently, this partnership will enhance the research capabilities of IT Park Uzbekistan, elevate the quality of professional training, and support the development of a resilient digital ecosystem in Uzbekistan.
