Results of the video conference on digitalization issues

On February 22, under the chairmanship of the President of Uzbekistan Shavkat Mirziyoyev, a videoconference was held on accelerating digitalization processes in areas and regions.

During the meeting, it was noted that the great attention paid in recent years to the IT sector is yielding results. So, last year, IT Park residents provided services worth 5 trillion soums and exported services worth $140 million. The goal for 2023 is to reach $300 million.

370 out of 715 public services have been digitized, last year 12 million people used e-services. As a result of digitalization, the demand from the population for more than 70 types of certificates and documents has been cancelled.

As noted at the meeting, a lot of work remains to be done in the regions.  In particular, projects tested in Tashkent, such as the Digital Geoportal, the digital portal of the housing and communal sector and the Peopleʼs Control system, will be implemented in the regions.

In the future, the export of IT services should reach $1 billion. This requires at least 100 thousand qualified programmers, IT-architects, operators and engineers. It is necessary to expand the high-speed Internet network in the regions, create a more favorable environment for the presence of foreign IT-companies. 

The Department of Digital Development of the Tashkent Khokimiyat will be transferred to the Ministry of Digital Technologies, it will deal with the digitalization process in all regions of the country. Also, the Ministry of Digital Technologies was tasked with connecting 26 information systems to the Unified Portal of Public Services and increasing the number of services in it to 570.

In order to educate young people in the field of IT and find employment in this industry, new conditions will be created for IT education centers and their graduates. Thus, in the case of employment of their graduates in companies exporting IT-services, the centers will receive a subsidy of up to 25 million soums for each specialist, and up to 35 million soums for young people with disabilities. Young people with IT-certificate will be able to get a preferential loan for the purchase of a computer on a personal plastic card.

Youth education will be expanded, also through the Coursera platform. The most talented, who passed the selection, will be trained for the international IT market on the basis of a separate program.

On April 1, the republican contest with a prize fund of $1 million starts in the areas of “E-Government”, “Programs for Business”, education. Also, 50 best programs created by youth in the regions will be purchased at the expense of digitalization funds.

The head of state stressed the need to create additional conditions for attracting orders from abroad. In this regard, a Digital Financial Technologies Center for foreign companies will be created in IT Park.
