By the decision of the President of the Republic of Uzbekistan dated August 26, 2021, a Special Mode was introduced for IT Park residents to support artificial intelligence technologies. Now residents of IT Park carrying out activities in the field of artificial intelligence can apply for additional benefits and preferences.
Resolution of the Cabinet of Ministers No. 717 of November 29, 2021 approves the procedure for applying for the status of a participant in the Special Regime for AI. In particular, residents have the right to submit an application through a special web portal https://it-market.uz/ for consideration of their project by the Expert Council under the Ministry for the Development of Information Technologies and Communications.
After the approval of their project, the resident, in addition to the existing benefits as a resident of IT Park, is provided with the following preferences:
- implementation on an experimental basis of activities outside the established legal restrictions, including currency, tax, banking, etc .;
- reimbursement of expenses spent by a participant in the AI Special Regime on advanced training and retraining of their employees in the manner established by the Presidential Decree No. PP-4862 dated October 13, 2020;
- reduction of the fee for obtaining permits by 2 times;
- obtaining from ministries, departments and organizations the necessary information and documents (with the exception of state secrets and other information classified as classified, protected by law), as well as impersonal personal information for the implementation of pilot projects, etc.
The grounds for refusing to register candidates as participants in the Special Regime are:
- availability of tax arrears and other obligatory payments;
- finding the organization in the process of bankruptcy and liquidation;
- the conclusion of the Expert Council of the Special Regime on the recognition of the draft candidates as morally obsolete, unpromising or insignificant.
