As part of Dubai AI Week 2025, the delegation of IT Park Uzbekistan, led by Global Marketing Director Jamila Khalibaeva, held a series of strategic meetings aimed at strengthening international ties, enhancing export potential, and launching joint innovation initiatives. Dubai served as a platform for forging new partnerships, pilot initiatives, and promoting Uzbekistan's standing as an emerging IT hub in Central Asia.
DIFC: Artificial Intelligence, Innovation Entrepreneurship, and GameDev Outsourcing
A cooperation agreement was reached with the Dubai International Financial Centre (DIFC) — one of the world’s leading financial hubs — in the areas of AI and startup education. Key initiatives include: launching AI courses through the DIFC AI Academy; implementing an "Innovative Entrepreneurship" educational program in partnership with the Ignyte platform; establishing a corporate accelerator and promoting outsourcing in the Game Development sector.
A memorandum is expected to be signed, with the first joint event planned to take place in Uzbekistan.
Shaping the Future: Engagements with UAE Government Entities
Discussions with the Ministry of Government Development and the Future focused on potential areas of cooperation, including the digitization of public services, the promotion of green technologies, and the implementation of forward-looking innovation initiatives.
The Ministry of Artificial Intelligence, Digital Economy, and Remote Work Applications proposed organizing a joint bootcamp for Uzbek AI startups — a practical platform for deploying cutting-edge solutions and facilitating entry into the UAE market.
Discussions with Digital Dubai centered on joint efforts to support startups, facilitate knowledge exchange, and integrate Uzbek teams into digital projects. Specific areas of collaboration include participation in acceleration programs, development of outsourcing capabilities, and consultancy on digital transformation and Smart City management.
Uzbekistan on the Tech Business Landscape: Establishing Offices and Market Expansion
Several companies expressed interest in expanding their operations into the Uzbek market. OTT Arabia is considering opening an office and developing IoT solutions. AI People plans to launch a branch and initiate educational programs. Qorden proposed strategic support for Uzbek companies entering the U.S. market. VP of Partnerships is exploring opportunities localization and integration of teams into international supply chains.
Education and Investments
Companies such as Polynoma, Perform Bya, and AI People have committed to supporting the development of AI talent in Uzbekistan through seminars and training sessions in AI, Data Science, and Computer Vision; mentorship programs; and technical workshops for IT Park members. In parallel, venture funds Truleum Venture Partners, Mettiz Capital, and VP of Partnerships will support the launch of acceleration and investment programs, facilitate pitch sessions, and organize industry forums.
The outcomes of the visit confirm that Uzbekistan is reaching a new level of international tech partnership. The agreements signed, educational and acceleration initiatives undertaken, and the heightened interest from investors are opening new avenues for scaling startups, exporting IT services, and reinforcing Uzbekistan’s status as a strategic IT player in the region.
