From February 13 to 15, 2023, a delegation of the Ministry of Digital Technologies of the Republic of Uzbekistan, headed by Minister Sherzod Shermatov, as well as a delegation of IT Park Uzbekistan, headed by the Director of IT Park Uzbekistan Farhod Ibragimov visited the United Arab Emirates on a working visit. During the trip they had a number of meetings.
On February 14, the Uzbek delegation met with representatives of the free zone Dubai Internet City, which is one of the technological centers and is part of the TECOM Group.
Managing Director Ammar Al Malik described how Dubai Internet City is creating a supportive environment for all industries and forming communities that will support their business needs.
The Uzbek party studied the experience in providing benefits, creating favorable conditions for the development of IT companies, and the experience of privatization of the techno park. In addition, a number of areas of cooperation between the parties were discussed, in particular in realizing the potential of IT Park residents through Dubai Internet City.
On February 14, the delegation met with H.E. Essa Kazim, Governor of the board of the Dubai International Financial Center (DIFC).
During the meeting, it was proposed to study the special economic zone and startup ecosystem created in the Dubai International Financial Center in order to apply this experience to the conditions of Uzbekistan.
The parties agreed to exchange experience on creating special conditions for banking services for residents of IT Park in terms of studying and regulating the priority issues of application of English law for residents.
As part of the elaboration of cooperation between IT Park Uzbekistan and DIFC held an additional meeting with the head of one of the branches of DIFC — “Innovation Hub” Mr. Mohammed Al Balooshi, who introduced the guests to the activities of the hub.
During the meeting, representatives of DIFC “Innovation Hub” proposed to organize a special legal regime (regulatory sandbox) in the field of financial technologies in cooperation with the Central Bank of Uzbekistan as part of the creation of the “Innovation Financial Center” at IT Park.
They assured that they are ready to act as an external partner in the development of this regulatory sandbox in the field of financial technology, as well as to send specialists to the Republic of Uzbekistan.
On February 15, 2023, a special meeting was held with the Director General of the UAE Prime Minister's Office, His Excellency Abdulla Lootah, on the occasion of the World Government Summit 2023 in Dubai.
At the meeting, the parties discussed the joint success of the projects “mGovAward” and “OMUC” (One Million Uzbek Coders).
The UAE representative noted that cooperation in these projects stands out among projects with other countries and the most successful one.
At the same time an agreement was reached on the development of these areas in the field of information technology, including the development of IT-entrepreneurship and employment of young IT-specialists. At the moment we are negotiating about the creation of a joint cooperation program for 2023-2024.
