International and Local Legal Experts Engage in Discussions on the Law on the International Digital Technology Center

As part of the preparatory work for establishing the International Digital Technology Center, Enterprise Uzbekistan, consultations were held with leading international and local law firms, as well as specialized industry associations. The discussions centered on developing a comprehensive legal framework to support a special legal regime, investment guarantees, and the protection of intellectual property rights.

The discussions included international legal experts from SteelRose Legal, Latham & Watkins, and White & Case.

Additionally, IT Park Uzbekistan hosted a roundtable discussion with representatives of prominent local legal consulting firms and industry associations, including Azizov & Partners, Vakhidov & Partners, ABACUS, SOLVO, GRATA, Black Swan Consulting, and the Association of Patent Attorneys of Uzbekistan.

Furthermore, individual meetings were conducted with K&Y Partners and Settle Law Firm.

A key focus of the discussions was the draft Law of the Republic of Uzbekistan “On the International Digital Technology Center”. The following core issues were addressed:

  • Special legal regime — Establishing flexible conditions, including tax and customs incentives for technology companies;
  • Investment guarantees — Legal protection for investors, including safeguards against nationalization and transparent mechanisms for resolving investment disputes;
  • Customs and tax regulation — Streamlining administrative procedures for the Center’s member companies;
  • Intellectual property rights — Developing robust mechanisms for the protection of patents, copyrights, and technologies in accordance with international standards;
  • Personal data protection and digital security — Implementing regulations aligned with GDPR and other international standards;
  • Financial regulation — Addressing foreign exchange controls, digital assets, and cross-border financial transactions;
  • Regulatory sandbox — Establishing an experimental legal framework to facilitate the testing of innovative solutions;
  • Labor legislation — Simplifying the hiring process for foreign professionals and establishing legal guarantees for employees;
  • Arbitration and dispute resolution — Creating an independent arbitration mechanism and a specialized court within the Center.

Enterprise Uzbekistan continues to actively collaborate with leading legal firms and experts, refining the regulatory framework and fostering a favorable environment for international investors and the development of Uzbekistan’s digital economy.
