Results of the development of the IT sphere over 5 years: Internet, mobile communications, IT Park and ratings

For 5 years, the sphere of information technologies in Uzbekistan, like all other spheres, has undergone great changes, which subsequently affected not only the economy, but also the development of the country as a whole. In particular, the speed of the Internet has increased, the number of users of the world wide web, optical communication lines, mobile base stations, IT specialists, etc. has increased significantly.

Today, we can observe colossal changes in the field of information technology and communications in the country, and these changes are largely due to the support provided by the government over the past 5 years.

In addition, on July 24, 2019, the grand opening of the first Technopark of Uzbekistan in the field of IT, IT Park Uzbekistan, took place. And now, exactly two years later, IT Park, in honor of its birthday, as well as in order to improve interaction with foreign countries and partners to promote national IT products to the world market and attract foreign partners to jointly implement projects and develop the IT industry in the country , organized an online conference "IT Park Rewind 2021", which was attended by local speakers with presentations on the development of a strategy for creating an IT culture in Uzbekistan, the specifics of creating IT projects and IT companies in our country, supporting local IT businesses, etc. etc.

We have set ourselves very ambitious goals - by 2025 we must have 70% of residents who work for outsourcing, create a strong venture capital market, create large-scale IT products, actively explore foreign markets, and by 2028 achieve the creation of a national “unicorn” and increasing the number of exports of IT services to $ 1 billion. "

Further, we will dwell in more detail on the dynamics of the development of the IT sphere in Uzbekistan over the past 5 years, as well as on the results of IT Park's activities for 2 years:

Internet access speed

In 2015, the capacity of the international data transmission network was 16.07 Gbps, which is 9.63 Gbps less than in 2016. Since 2016, the indicators have improved their positions, and in 2017 the throughput was already 64.2 Gbps, and in 2018 this figure increased several times and became 1,200 Gbps. To this day, the speed of Internet access is 1,200 Gbps.

According to the government decree of April 17, 2021, “Uzbektelecom”, together with the American company “Winncom Technologies”, is implementing a project to modernize the packet switching center for almost $26 million this year, which will expand the bandwidth to 1,800 Gbps. Formerly “Winncom Technologies Corp.” won a tender to expand an external Internet channel worth $25.9 million, follows from a government decree.


As a result of cooperation, the external Internet channel will be expanded to 1,800 Gbps. The project is expected to pay for itself in 6 years.

We also note that a little time ago, Adviser to the Prime Minister - Head of the Department for the Development of Information Technologies, Telecommunications and Innovation Olimjon Umarov, while communicating with young people at the “Tashkent Five Initiatives Movement” festival, said that the Internet speed of all providers in Uzbekistan would improve.

“If you buy an Internet speed of 100 Mbps, then it will be exactly 100 Mbps, no less. There will no longer “up to 100 Mbps”. We will completely remove the preposition “before” in all providers and will maximally demand from them the provision of high-quality Internet services”, - said Adviser to the Prime Minister.

What happened on June 1, 2021, the day these words came into force.

Starting from June 1 of the current year, the Internet speed is indicated without the preposition “up to”. This order was issued by the state inspection "Uzkomnazorat" to operators and providers. Olimjon Umarov, during a conversation with young people at the forum, also mentioned that the observance of these rules will be under strict control.

Internet users

In 2014, with a population of 30.4 million, only 4.9 million were using the Internet. There were 10.2 million Internet users in 2015. It is important to emphasize that the population in 2015 was 31.3 million. This suggests that in 2014, 26.4 million people were offline, and 21.2 million people were not able to use the Internet in 2015.

Thanks to the efforts of the state, the situation has improved dramatically and every year the number of users has increased by more than 2 million people. Between 2017 and 2018, there was a big jump and the number of internet users increased from 14.7 million to 20 million. Today the number of Internet users is 22.6 million, with a population of 34.7 million. The gap is still there, but not as huge as it was in earlier periods.

The cost of tariffs for Internet services (external channel) for providers

Starting in 2016, the cost began to decline noticeably. So, in 2016 the cost of tariffs for Internet services (external channel) for providers was $157.6, in the previous year the cost was $101.69 higher, that is, $259.29 per 1 Mbps. From 2017 to 2020, there was a significant decrease in cost, which eventually led to $3 per Mbps in 2021. Note that the average price for Internet services in the world is $3-4 per 1 Mbp                

Total length of fiber-optic communication lines

For 5 years, the total length of fiber-optic communication lines has increased several times. In 2016, the length of fiber-optic communication lines was 17.9 thousand kilometers. In 2021, the length is already 81.7 thousand kilometers, which is not the limit. By the end of 2021, their length is planned to almost double and increase to 118.6 thousand km.

The number of subscribers and base stations of mobile communication

Between 2016 and 2021, the number of mobile subscribers increased by almost 7 million (from 20.6 to 27 million). In 2014, the number of subscribers dropped sharply from 20.3 to 19.6 million, but in subsequent years the indicator has steadily increased, which is quite logical, since the number of mobile base stations has also increased. So, in 2015 there were only 16,265 units, and in 2021 there are already 35,000 base stations.

“The expansion of the network of base stations of mobile communications made it possible to create conditions for the provision of services (to increase the coverage) of mobile communications for 98% of the country's population, including high-speed communications up to 90%. In order to create its own production base and import substitution, in the free economic zone “Jizzakh” with the assistance of the Republic of Korea, a plant worth 11 million dollars was built for the production of fiber-optic cables with a capacity of 50 thousand km of cable per year, which will ensure both domestic needs and supply cable products for export”, - according to a study of the digital economy of Uzbekistan, prepared by experts from the Center for Economic Research and Reforms.

Investments in the IT sector

According to experts from the Center for Economic Research and Reforms, over the past 4 years, the digital economy has developed in Uzbekistan and investments in the IT sector have quadrupled.

The gross value added created in the field of services in the field of “information and communications” has doubled since 2016 from 4.4 to 8.8 trillion. soums, and the volume of services rendered by the type of economic activity “information and communication” has doubled from 6.3 to 12.9 trillion. soums.

 

The development of the ICT industry was facilitated by an increase in the volume of investments in fixed assets by the type of activity “information and communications”, which in the period 2016-2020 increased by 4 times from 1.2 to 4.8 trillion. soums, including the volume of foreign investments and loans increased 2.5 times from 0.8 to 2 trillion. soums.

IT Park: Creation of the largest IT organization in the country

From October 30 to October 2, 2018, the President of the Republic of Uzbekistan Shavkat Mirziyoyev did his first visit to the Republic of India, where the Uzbek and Indian sides agreed to expand cooperation in the field of information technology.

The Uzbek side expressed interest in creating an information technology park in Uzbekistan in cooperation with Indian information technology companies based on their best practices in software development, as well as accelerating startups. So, at the initiative of the President of the Republic of Uzbekistan, IT Park was born to improve the startup ecosystem, start-up projects and their implementation in the country.

The head of state pays great attention to the development of the IT sector in Uzbekistan. On November 20, 2019, the President of the Republic of Uzbekistan Shavkat Mirziyoyev visited IT Park and laid the symbolic foundation stone for the construction of a new stage.

“The stability of our economy, high-quality and efficient work in all areas, the convenience of the population depends on information technology. Therefore, it is necessary to create even wider opportunities for this sphere, the necessary infrastructure, to stimulate specialists, to educate capable youth.”, - said the President of the Republic of Uzbekistan, Shavkat Mirziyoyev.

And now, on July 24, 2021, IT Park turned 2 years old. 2 years is nothing compared to what a young organization has achieved in this short and at the same time long and bright period of time.

IT education available throughout Uzbekistan

IT Park, with the support of the state, creates all the necessary conditions for young men and women who want to master IT-sciences in any region of the country. To date, 147 IT Centers (IT Center is a center for training digital technologies) have been opened in various regions of Uzbekistan

IT Centers train personnel and provide an opportunity for everyone to learn the most relevant sciences and professions in the IT field, namely: computer literacy, programming, robotics, e-sports, IT-English and much more. Subsequently, upon completion of training, a graduate of IT Centers will be able to apply their knowledge in practice and easily find a job in a good IT company or a company in need of an IT specialist, while working not only for the local market, but also for the foreign one.

Since 2019, more than 40 thousand students have been trained in IT Centers. Currently, 123 teachers, 13 directors and 131 executives work in IT Centers across the country.

More than 290 new jobs have been created in these training centers, and by the end of 2021, the number of IT Centers in Uzbekistan will be 205, which will open the way for thousands of young people to the boundless universe of the IT sector.

"One Million Uzbek Coders" - an affordable and free source of knowledge

One of the key projects implemented by IT Park is a national-scale project - "One Million Uzbek Coders", which quickly gained and is gaining popularity among the population of the Republic of Uzbekistan. One Million Uzbek Coders is an educational platform where everyone can take the most relevant courses in the global IT market in 4 areas, such as:

- data analysis;

- android development;

- frontend development;

- fullstack development.

"The implementation of the" One Million Uzbek Coders "project will allow to involve wide layers of the population in the development of new professions in the ICT field, to employ young people, including people with disabilities," the Head of Government noted.

The main feature of the platform is that the courses are absolutely free and in Uzbek. All that a student needs to have a platform is access to the Internet, a computer and, of course, the desire to study.

For 2 years, 461,730 people have registered on this platform, of which 245,164 received participant certificates, and 175,913 became successful graduates of this platform. It is also worth noting that upon successful completion of the lessons and passing the exams well, participants have a chance to win a Udacity Nanodegree grant, which will allow them to take courses at a more advanced level for free.

The course under the Udacity Nanodegree program lasts 3 months and upon successful completion you can receive a Nanodegree diploma, which is welcomed when applying for a job in such large IT companies as Google, AT&T, Autodesk, Cloudera, Salesforce and others.

IT Schools

If IT Park worked only with students and alumni, as well as IT companies, then in the future there could be a large shortage of qualified IT specialists in Uzbekistan. Therefore, IT Park pays great attention to the young, growing generation, which is just beginning its journey. A striking example of this is the creation of IT schools. Secondary schools are being transformed into specialized IT schools, where children from an early age begin to get acquainted with the IT field and take their first steps in this area.

IT Park has transformed 14 secondary schools into specialized IT schools, whose activities are aimed, among other things, at teaching IT children. In particular, in each such school, circles are held in various areas of the IT sphere, competitions, master classes, Olympiads and much more.

Looking ahead, it is planned to open more than 70 IT schools throughout the republic by the end of the 2021-2022 academic year. And by the end of the 2023-2024 academic year, there will be 205 such schools - one school in each district.

The first IT Olympiad in Uzbekistan

Speaking about the Olympiads, IT Park organized the first large-scale republican IT Olympiad in Uzbekistan among students of IT schools. The total number of participants from all regions was 770 schoolchildren. The IT Olympiad was organized in order to popularize the field of information technology among children of Uzbekistan, increase interest in this area, as well as develop the potential of schoolchildren in this area.

Infrastructure: Regional branches of IT Park, whose doors are always open

Much attention is also paid to the IT Park infrastructure. 14 branches of IT Park will be built throughout the Republic, 7 of which have already been opened in Gulistan, Margilan, Andijan, Samarkand, Jizzak, Navoi and Bukhara. The advantage of IT Park is that the buildings of all branches of IT Park are available for work 24/7, thereby allowing you to work with foreign partners and companies with different time zones. All IT Park buildings have uninterrupted power supply, high-speed Internet, air conditioning, as well as fire safety, sanitary and epidemiological equipment and security. All these conditions are created for the purpose of comfortable and productive work in IT Park.

In addition, on November 20, 2019, work began on the creation of a modern IT Park complex in Tashkent. 17 buildings will be built in stages, including 20-25-storey office buildings, a 22-storey hotel, a university, a conference hall, a coworking center and other facilities. An underground three-level car park will be built. The complex will also have cafes and restaurants, shops, a mosque, sports grounds and recreation areas.

Develоpment of the startup ecosystem in Uzbekistan

One of the main tasks of IT Park is the development of a startup ecosystem in the country. In this area, a huge, complex work has been done in 2 years, which has borne fruit. Hundreds of young people have gone through IT Park incubation and acceleration programs. In total, 3 waves of incubation and acceleration programs were held in IT Park, in which 49 promising projects took part. The number of successful startups that passed the programs included:

ArzonApteka (an online service and a convenient application for finding affordable drugs with a million audience), OSTO (an online platform for goods and outlets in Uzbekistan), prep.uz (a web platform where professionals provide video courses for students at fairly low prices), Hopme (a marketplace for legal entities that simplifies work with suppliers), Micros (a digital accounting service developed for small businesses in the Republic of Uzbekistan, works on the principle of "one window", allows you to maintain accounting and tax accounting, work with counterparties using legally significant electronic document flow, etc. .), Coozin (aimed at helping unemployed and needy women in Uzbekistan) and others.

Popularization of the startup ecosystem among students and the development of student startups

In order to popularize and develop the startup ecosystem and student entrepreneurship, IT Park also opened incubation centers in 16 universities in the country. Incubation centers have already been opened in the following universities in the country:

- Inha University in Tashkent;

- Amity University in Tashkent;

- Tashkent Financial Institute;

- Singapore Institute of Management Development in Tashkent;

- Tashkent State University of Economics;

- Uzbek State University of World Languages;

- Branch of the Russian University of Economics named after G.V. Plekhanov in Tashkent;

- Shakhrisabz branch of the Tashkent State Pedagogical University named after Nizami;

- Tashkent Pediatric Medical Institute;

- Andijan State Medical Institute;

- Branch of Tashkent University of Information Technologies in Fergana;

The centers host various mentoring sessions, training sessions, as well as trainings for the development of student startups, contests, Demo days and much more.

To date, more than 123 start-up projects are being implemented in incubation centers. Moreover, the universities allocated funding in the amount of 52,050,000 soums to promising projects that have completed their studies in the programs. In total, 12 incubation and acceleration programs were launched and about 30 educational events organized by local and international specialists. In December 2020, an interuniversity competition of start-up projects "Students Cup" was held among 6 incubation centers that were operating at that time. The prize fund of the competition was $ 30,000.

Residence in IT Park and the potential of Uzbek IT companies

Within two years, IT Park was able to gather a good base of domestic IT-companies operating not only in the local, but also in the international markets. So, in 2 years, 486 residents of IT Park have appeared, 17 of which are with foreign capital. The total amount of exports of IT companies for 2 years that are part of the residence is $ 22.6 million.By the end of 2021, the export volume is expected to reach $ 40 million.

From the very beginning, thanks to the support of the government, IT companies have created favorable conditions for the development of their activities in Uzbekistan. In particular, IT Park residents receive the following benefits:

- Income tax - 7.5%

- Exemption from payment of customs duties when importing goods and services for their own needs.

Thanks to the benefits provided, the volume of services provided and exports are increasing from year to year. IT Park residents enter global markets and provide their services to foreign companies.

In 2019, the volume of services provided amounted to 529.1 billion soums, and by the end of 2020, this figure increased by 191% and amounted to more than 1.0 trillion soums. By the end of 2021, the volume of services provided is expected to reach 1.3 trillion. sum.

Representative office of IT Park in the USA

The opening of IT Park branches will not be limited to Uzbekistan. So on August 18, 2020, IT Park opened its representative office in the USA, Delaware. On this day, Uzbekistan took another step forward to create opportunities for local IT companies to enter the foreign market.

The purpose of opening a representative office of IT Park in the United States is to ensure the entry and consolidation of Uzbek companies in the US market for the development of the Uzbek export market (outsourcing), promotion of products and services of IT Park residents in international markets, as well as attracting foreign investment in start-up projects. This, in turn, will lead to active interaction of Uzbek companies with US companies and subsequently the formation of IT Park as the largest and most reliable partner in Central Asia.

Also, the representative office acts as a guarantor for both parties - for the customer for the quality of the work performed, for the contractor for payment for the work performed.

Creation of the IT Park esports team

On February 12, 2021, the IT Park CS: GO team "Cookie Crew" was created, which includes young and experienced players. The team managed to show good results in the form of 5 victories in local tournaments in a few months. On April 4, 2021, the Cookie Crew team won the republican tournament "Frag Season 5" and thus became the champion of the Republic of Uzbekistan in the discipline CS: GO.

Major projects implemented by IT Park

For two years, IT Park has implemented dozens of projects, hackathons, ideatons and other events that have left their mark in the IT field of Uzbekistan. The list of top projects for 2 years includes:

- “Tourism. The Path to Innovation ": a competition for startups in the tourism sector (prize fund - 1.5 billion soums);

Telecommunication Infrastructure Index (TII)

This index is formed on the basis of the following indicators per 100 inhabitants of the country: the number of Internet users and fixed telephone lines, as well as mobile subscribers, wireless broadband and fixed broadband networks.

Since 2016, Uzbekistan has improved its performance on this index from 0.246 to 0.472.

ICT Development Index (IDI)

The last time was compiled by the International Telecommunication Union at the end of 2017 among 176 countries of the world. The IDI index consists of 11 statistical indicators reflecting the availability of ICTs, the degree of their use and the practical skills of using ICTs by the population. A new methodology for compiling the IDI is currently being developed.

In the latest ranking of the IDI index, Uzbekistan rose by 8 positions compared to 2016 and took 95th place (index - 4.9) among 176 countries of the world.

Global Cybersecurity Index

It is also compiled by the International Telecommunication Union and assesses the level of state obligations in 5 areas: legal measures, technical measures, organizational measures, capacity development and international cooperation.

Since 2016, Uzbekistan has improved its indicators in this rating from 0.1471 to 0.666 and has risen from 93 to 52 places among 175 countries.

Mobile index

Compiled by the International Association of Mobile Operators (or "Association GSMA"), which also includes all mobile operators in Uzbekistan. The index shows the level of development and use of the mobile Internet. The index measures performance in over 170 countries against the key drivers of mobile internet adoption: infrastructure, accessibility, consumer readiness, content and services.

Over the past 4 years, Uzbekistan has improved its indicators in this index from 36.9 to 46.8 and approached the world average of 50.

E-Government Development Index (EGDI)

Compiled by the Department of Economic and Social Affairs of the UN Secretariat on the basis of indicators of three sub-indices: development of online public services, telecommunications infrastructure and human capital development.

According to the indicators of this index, since 2016, Uzbekistan has improved its indicators from 0.54 to 0.67 and occupies 87th place in the ranking among 193 states.

In 2017, a new version of the Single Portal for Interactive Public Services was launched (Single Portal, EPIGU - my.gov.uz) so that entrepreneurs and ordinary citizens of Uzbekistan could get state services there. services and necessary information on them. This portal is a single electronic platform for all citizens. Currently, the number of types of services provided at the EPIGU has reached more than 300 in 20 directions.

In the long term, it is planned to bring the share of public services provided in electronic format to 60% by 2022, and to 80% by 2025. Also, by 2025, it is planned to increase the e-government development index to 50th place.

Summing up, judging by the changes that have already taken place and are currently taking place in the field of information technologies and communications in the country, we can confidently state that Uzbekistan is moving in the right direction. Thanks to the efforts and interest of the government of the Republic of Uzbekistan in the development of information technologies, in just 5 years the IT sphere has been able to move forward and move off the dead center, and this is only the beginning.
